Does the caucasian looking Iraqi are the real Iraqi or descendants of the european ppl?

I have seen some ppl on here posted the picture of blonde hair and blue eyes Iraqi. -most of the time we have seen only the dark hair and tan skin arab which look mix between Mediterranean and black............so my question is, does the fair arabs ( Iraqi) are the descendants of european people?
