I have a friend with upper lip hair and it is kinda dark?

So like some guys at school make fun of her cuz of it, but we were talking about her getting it waxed. She is pretty but the upper lip hair . . . . . . . . . . Doesn't that actually make it come out darker and thicker? She doesnt want it to reappear darker and thicker, or to ever come out. Is there a way? Btw she is 14 years old.
